Resident tuition still not applies after becoming resident? CA State?

If you were studying full-time, you weren't making much money and therefore not paying much in taxes anyway, certainly not enough to match the state's contribution to your education. Be glad you were able to obtain permanent residency and will qualify for in-state rates in one year. US citizens and green card holders from out of state who come to California to study, just like you, have a hard time changing state residency status because time spent as a student is not counted for them, either.
