What is the best company to go through to consolidate student loans? Is 7.25% high for a fixed interest rate?

I have been out of school for a while but my student loans are not consolidated. I was wondering what route was the best to take to consolidate and what interest rates should I settle on? I am unsure as to whether I should go ahead or wait to see if they go down on July 1.
